Public interest fueling government and commercial investments in the outpost in 2040s gave way to more sober evaluation of the economical sustainability of the project.
Expected scientific breakthroughs and public interest - the main drivers of government funding are taping off. Proof of extraterrestrial life never materialized and even the best Mars photos started looking like Death Valley or Grand Canyon only with no vegetation.
The few commercial projects brought some cash, but it is not nearly enough to pay for base infrastructure and steep charges for Earth delivery. Investors are still skeptical after the Mars financial bubble burst in 2048. Most of the existing commerce is not Mars specific, and does not benefit from being at the bottom of the Martian gravity well. It could be operated cheaper from Deimos or Near Earth Asteroids.
